REFERENCE AND BACKGROUND:

The investigation into fiber optics for the City of Monticello began in May 2005 with a presentation to City Council, which described fiber optics and outlined the use of fiber in current and future technology. The Council authorized the formation of a Task Force that would look into more detail about a fiber optic network to provide city wide very high speed services for data, voice and video to homes and businesses in Monticello. On August 22, after many hours of preparation and meetings, the Task Force felt confident in recommending to Council that a Request for Proposal (RFP) be developed. This was approved and various members of the Task Force continued to work on the development of an RFP.

The RFP invited respondents to actively research fiber options and offer recommendations as to the best course of action the City of Monticello, Minnesota might take. Respondents to the RFP were asked to look at existing services for data, voice and video; perform a study to determine fiber needs and associated community opportunities; assess the benefits and risks of investing in a fiber network; and provide preliminary cost projections associated with options that are recommended.

The Fiber Optics Task Force along with city staff conducted interviews with the top candidates submitting proposals. On April 10, 2006, the Monticello City Council approved the Task Force's recommendation and has awarded the contract to CCG Consulting for the City's Feasibility Study on fiber options. The study began the week of May 1st with a completion date of mid-September. Based on the findings of the Feasibility Study the appointed Fiber Optics Task Force made a recommendation to the Monticello City Council on September 25, 2006 which was approved unanimously by all five Council Members that the City move forward with the process to develop a broadband fiber optic network to serve the entire community for the provision of telecommunications services to all residents and businesses, on the condition of financing such services solely by revenues and not by tax levy. The process will include an education and information program to identify how many in the community are interested in taking services from the network when built. The education and information program would be led by the Fiber Optics Task Force and interested citizens.
